[Localization] Scratch Now Available in UTF-8 for OLPC

Hi Markus,

Thanks for the inquiry.
I have emailed you and the previous Scratch German language team to see 
what is the best way to proceed.
Would you like to be the German language admin for Scratch?

How would I go about making that happen?
