[Localization] Localization for Haiti (Kreyol)

I have managed to add that feature to Pootle (right now it works for
only singular strings, I'll try to add plural support soon). It should
be available as soon as we migrate to the newer version of Pootle
(which hopefully should happen by the end of this week).
