[Localization] Scratch Now Available in UTF-8 for OLPC

Hi Markus,
Thanks for volunteering, I think it makes perfect sense for you to be
the German language admin for Scratch.
Jens has agreed, and I haven't heard back from the other translators on
that previous team.
