[Power] constant power "add-tag CP" fails on XO-4?

Thanks James.

The 3rd XO-4 in Haiti (Port-au-Prince this time) worked correctly,
auto-booting-on-application-of-power after adding the CP tag.  Its serial
number was something like something like SHC31000002
