[Power] constant power "add-tag CP" fails on XO-4?

I've just tested.  On XO-4 you may have to wave your hands and poke
your tongue out a different way.  After adding the tag, get back to
the ok prompt and type this;

    ?sync-ec

If the ok prompt comes right back, all is ready, and the feature
works.  If the laptop reboots, then it has sent the CP tag into the EC
SPI FLASH, and the feature works.

Appears to be a bug.  The ?sync-ec is coded to happen automatically
when you add the CP tag.  Perhaps a delay is needed.

New ticket: #12751.

Background information: the XO-1.75 and XO-4 have two SPI FLASH chips,
one for the embedded controller (EC) and one for the system.  The
setting of the CP tag has to be stored in both chips, one by one.
