It's not for 3G, just for wifi. Some countries need certification - I
have no idea about South Africa. OLPC said that is the major issue to
resolve before they can ship here commercially. It might not be purely
wireless.
The XO has CE mark, FCC certification and Underwriters Labs (UL).
