I'll be happy to comment on draft proposals and the like. One lesson I
firmly believe is that decentralised bottom up projects have a much greater
chance of succeeding than centralised top-down ones. I've read about how
badly things went in Peru and I believe the top-down nature and bureaucracy
explains much. In contrast I was very impressed with how well peer-to-peer
OLPC training worked in Manokwari for university volunteers, teachers, and
students. Perhaps a good proposal should discuss how to support
communication between peers.
