[Localization] [XSCE] Haitian Creole

There are two types of locales at play in using IIAB.

1) glibc locales - used by Linux - ht_HT glibc locale exists
2) CLDR locales - used by Mozilla -  ht locale DOES NOT exist

IIAB being "webby" needs a CLDR locale (as well as a glibc locale so
ht_HT can be selected on a Linux machine.)

In order to get a CLDR locale created, we need some more words translated.

CLDR locales are like a glibc locale combined with a subset of the ISO
code files for languages, territories and scripts.

Complete the PO files in Sandbox:

http://translate.sugarlabs.org/ht/Sandbox/

and we can create and submit a CLDR locale.  It is more-or-less as
simple as that.
