It is not a technical limitation, obviously Pootle can hold strings in
any language.  It is much more a matter of community convention.
English is by far the largest "common" language among our diverse
group of language communities.

The pool of locally developed activities (mostly in Spanish) that may
be hosted in ASLO, but not in Pootle is an opportunity for sharing
development work that we are not fully exploiting.  In last year's
Gogle Code-In we did create and complete a number of
internationalization tasks to refactor some of those activities for
i18n (with gettext and POT generation) and to convert the base strings
to English (for Pootle hosting).  I think this is an area where we
need to keep an eye out for opportunities to do more to share between
deployments.
