[Localization] Spanish localizers needed upstream

We really need some of our Spanish localizers to register upstream
with the Translation Project:

And work on the upstream TP projects that are listed as not yet
complete on our tracking tickets here:

http://translate.sugarlabs.org/es/upstream_l10n/

We inherit these L10n bits in our dual-boot OLPC builds and the only
way to get them done is to do them in the upstream.
