[Localization] TamTam localization tip for tooltips

Many tooltips for sound samples were added to the TamTam suite of
programs.  Unfortunately, this means many strings were added to each
of the 4 programs.

Starting at about line 95 in each fo the four TamTam suite PO files,
the following strings (all referring to sounds) are repeated.  You can
get a lot of strings done quickly by translating the list and opening
each of the four PO files in a different window and pasting
repeatedly.
