[Localization] [String Freeze] Request for exception for Turtle Art

I am requesting a string freeze break for Turtle Art. I would like to
add two new strings: _('Help') and _('presentation'). The former is
for backward compatibility of the 0.86 toolbar and the latter is to
make Journal entry names localized.

I also have change the first letter of some toolbar hints to uppercase
for consistency.
