[Localization] [String Freeze] Request for exception for Turtle Art

A request for a few string additions like this are almost always granted.
In any case, as was pointed out by Sayamindu, most language teams haven't
yet caught up with the pre-freeze string changes in TurtleArt, so there is
in effect little disruption from this addition.
