[Localization] Locale data for Pashto and Dari

Hello,
Thanks to Nasir Gulzade from the deployment team in Afghanistan, we
have locale data for Pashto and Dari.

The data is already in the 8.2.1 staging builds, and I have submitted
it for inclusion into upstream at
https://bugzilla.redhat.com/show_bug.cgi?id=482878 and
https://bugzilla.redhat.com/show_bug.cgi?id=482881

Please review the data if you can. To gain an understanding of the
format of the data file, I would recommend
