[Localization] Scratch file munged

Thanks for your help in translating Scratch to Vietnamese. Actually,  
it appears that Scratch 1.3.1 already a Vietnamese translation, last  
edited by Nguyen Phuc Tho <tho at bdcf.org>.

Does this look okay?
