[Localization] Announce: GUI keyboard layout editor

That's wonderful. We need to get this Wikied at OLPC, and announced to
the Unicode mailing list. I talked to Linux Journal awhile ago about
an article on keyboards for X. This would be even better.
I have been wanting to create several keyboard layouts for various
purposes: Yiddish, Klingon, Elvish, and a modified left-handed
keyboard. I don't like the LH Dvorak provided with most systems today.
