[Localization] Can someone add Dzongkha language

Rafael called my attention to your mail... I've just added the 
Dzongka language to the L10n site & associated it to the four 
projects (XO Core, XO Bundled, Terminology & Packaging).

You can add the language & project(s) in your userpage. If you are 
interested in coordinating the language, please do as Rafael 
said.
