1 - Development has nothing to do with this. Comparing different
countries is just like comparing apples and oranges, useless. Even
north India and south India are very different.

2 - The success or failure of deployments like in Peru and Ethiopia,
will only be certain after some years of education, when the children
will go for central exam.
