All correct AFAIK. For background on why deployments are not setting
the TZ, Daniel recently posted some notes about an underlying bug in
fedora config scripts that prevented us from doing the right thing in
setting the timezone from os-builder (or similar).

Can't recall the details, but the (somewhat) good news is that it's
fixed post F14.
