And it's invoked every 15 minutes as well as (IIRC) when you initially
connect to a network, but almost always immediately exits and does
nothing, part of the strategy to ensure that update bandwidth is
sufficiently randomized across all users.  (Basically, it wakes up,
calculates the probability that you should check for an update now
based on how long it's been since the last time you successfully did
so, and a hint from the server on how often you *should* be checking,
and then rolls dice and exits if it didn't reach the probability
threshold.)

I would be very surprised to see olpc-update-query "using resources"
unless it was actually attempting to upgrade your machine.
