And it's invoked every 15 minutes as well as (IIRC) when you initially
connect to a network, but almost always immediately exits and does
nothing, part of the strategy to ensure that update bandwidth is

I would be very surprised to see olpc-update-query "using resources"
unless it was actually attempting to upgrade your machine.
