Making a good learning simulator is an art. Too few degrees of freedom, and
it is just boring; but too many are sometimes just distracting from the
concept being discovered. There are some good ones in Java at

... these have gone through usability testing, and each is tailored to
learning a related concept set. I do not know how open the University of
Colorado would be to putting these under some kind of open license, but it
is certainly worth a shot - they distribute them pretty openly.
