reverting to ancient gstreamer, good time to implement change control?

No, I've revived the 8.2 build branch.  I haven't forked a stable bit
of koji yet (I could use some help); once we do that it should be
straightforward to pin the older gstreamer versions on our stable
branch.

I also support the "revert gstreamer for 8.2" plan.
