is power cycle really still needed for firmware upgrade?

Jim suggested I ask ... is the full power cycle still needed for
firmware upgrades?

http://wiki.laptop.org/go/OLPC_Firmware_Q2B83 says "After you reflash,
you must power cycle by physically removing power from the system. A
warm-start or button-induced restart is not sufficient. Please remove
both the battery pack and wall adapter for 10 seconds."

Yet the version number changes despite this, and the battery led cycles
after the power-down caused by the reflash.
