We believe we have isolated and fixed this issue. The fill will be
rolled into build #302.
It was apparently caused by another patch that fixed the 'iperf' bug on
the mesh interface:

which stopped the eth wireless device's transmit queue before a scan,
but failed to re-enable it afterwords. NetworkManager gets hit by this
bug since it actually runs periodic scans.
