 On 13.2.0 and derived builds, on boot country code 00 00 20 is sent to an
 8787, on scan country code US is sent, and on associating with an access
 point (in Australia), the country code AU is sent.  When an ad-hoc network
 is started, country code 00 00 20 is sent.

 On fixing the setregdomain error and setting timezone, or on setting
 COUNTRY=AU in /etc/sysconfig/regdomain, country code 00 00 20 is sent,
 only, for each test case.

 Therefore it would appear that the path by which the country code reaches
 the driver may be at fault.
