Comment:

 is it possible that it's not changing during the test, but simply losing
 its address during the test?  (and then getting a new one when the test is
 complete -- still odd, i know.)

 i'm suspicious that being awake for just 12 seconds out of every 30 will
 be enough to keep the lease renewed properly.

 also, has this been reproduced anywhere but twine?   richard just sent
 mail yesterday about odd behavior we've noticed on the office network.
