Comment:

 This appears to be caused by the same missing character in a service
 definitions as #11925, although why the permissions on /dev are not
 changed the first time the gettys are started does not make sense.

 Restarting the getty at tty#.service(s) with the malformed service definition
 seems to directly change the permissions on the /dev directory to 0600.

 This may be a minor bug that's worth reporting upstream.
