 Linux console gettys are not available or working on XO-1 or XO-1.75 with
 os13.  These consoles are simply blank and do not have anything visible
 running on them, even if the getty at tty#.service processes are restarted.

 The logs mention:
 system-logind[317]: Failed to preallocate VT 2: Input/output error

 This appears to be independent of #11924, as these gettys fail to work
 well before the permissions on the /dev directory are modified.

 However, the serial console bash shell still works.
