 I just saw this a third time.

 The permissions on /dev start out as 0755; but something changes this to
 0600.  It does not appear to be powerd related, or anything I can force
 with a user-controlled action.

 The directory modification time was :40 after in one case and :12 in
 another making it hard to say if this is a cron job, especially since some
 of our cron jobs have internal random delays.
