Something is changing the permissions of the /dev directory to 0600. I
saw this twice over serial on a XO-1.75 with 12.1.0 os13.

This obvious wrecks havoc on userspace programs when this occurs.

I have looked at cron jobs, grepped olpc* scripts, etc. with chmod's
looking for the culprit, but I have not easily spotted it.
