Comment:

 To the best of my understanding, Sugar intentionally only does a local
 time zone change meant to be seen while Sugar is running.

 If GNOME used to use the same mechanism and picked up on this, then this
 is a regression.  Otherwise GNOME used to have control panels to set this,
 and does not in our builds for 12.1.0.

 Setting the system time zone globally historically has been done by
 setting /etc/localtime to be a copy or symlink to the desired zoneinfo
 file.  This approach should still work as long as Sugar's setting is set
 to match.
