 Use the Control panel to set TZ to america/new-york. Verify setting with
 "date". The code sets TZ in the environment, and updates gconf.

 Go into Gnome, issue the "date" command, answer is in UTC. There is no
 "TZ" environment varuable. Can use python to read gconf, and set
 environment "TZ" variable, but this should be done by the system at
 startup.
