Comment(by Quozl):

 Replying to [comment:11 dsd]:
 > Change the reboot call to "reboot &>/dev/kmsg" just in case it logs any
 error immediately.

 Did so.  No error logged.

 > add another kmsg logging line after the reboot call, to see if reboot
 exits (and with what exit code)?

 Did so.  Exit code 0.

 Replying to [comment:12 dsd]:
 > Another idea: you can put scripts in /usr/lib/systemd/system-shutdown/
 and they get run during shutdown. Might be useful to put some script
 there, to save ps list or something like that.

 Did so. It contained echo to kmsg then ps. Tested fine. When the #11949
 symptom happened, this script was not executed. The serial log ended with
 the output from runin-main.

 This suggests systemd is occasionally not obedient to the reboot command.
 Is reboot the right command? Should runin-main exit? It currently does
 not.
