 i agree with your assessment that the system was failing to suspend for a
 full 240 seconds after rtcwake was run; a regression over 11.3.1.  this
 will lower the number of suspend and resume cycles experienced during a
 run, and that in turn may affect the battery test capacity observations.
 there is a possibility of this behaviour change causing test failures in
 mass production.  i am curious as to where the behaviour change
 originated, given that there was no design change in runin that should
 have caused it.
