 as for mailbox locking, there are multiple standards for serial locking.
 but on a given system, all clients must use the same locking protocol,
 otherwise the locking is useless.

 any such locking is advisory -- i.e., minicom is free to open ttyUSB0
 anyway, even if it's already locked by picocom.  but that would be very
 unfriendly.

 so i think it's sufficient -- if the device isn't locked, no one can be
 doing anything of interest with it, and we should go ahead and suspend.
