 Are we guaranteed to see all programs (screen, pppd, etc.) locking the
 device in that fashion?

 Inhibiting suspend whenever a USB serial device is plugged in might be a
 bit overkill.

 GSM/Cellular modems also tend to show up as /dev/ttyUSB[0-9], so this
 isn't just about terminal programs.
