 Was there an explicit decision not to ever use pulseaudio, or is it that
 the current images are running an older Fedora that doesn't have a good
 implementation?

 If we can stick closer to stock Fedora (and follow their systems decisions
 unless there's a good reason not to), we'll probably have an easier ride.
