Comment:

 Reproduced on Q3B13.  Does not reproduce on Q2E45.  (hold-message) run
 interactively demonstrates the symptom.  Cause was that test-station is
 non-zero, causing premature exit.

 Fixed in svn 2387.

 Workaround 1: delete the TS manufacturing tag.

 Workaround 2: adjust the definition prior to running test:

 I don't think this requires further tracking.  It will be fixed in a
 release after Q3B13.
