Comment:

 /etc/adjtime is not disk-backed. Thats why you see it "reverting".

 hwclock must always be in UTC.

 Linux also maintains a UTC timezone at the system level. And the kernel
 sets the system clock from the hwclock during early boot, no need to do it
 in olpc-configure. The hwclock is set to UTC in the factory.

 That's all working fine at the moment, as far as I know.

 For timezone support, the way we've been working is that Sugar sets an
 environment variable within the olpc user account. The system clock keeps
 running in UTC (but it gets translated for apps running under olpc user),
 so even though hwclock may be writing a localtime during shutdown, there's
 no difference between local and UTC in this case. That's also working fine
 as far as I know.

 Perhaps you should explain more about what you're trying to achieve, we
 might be able to offer better guidance on how to integrate it with the
 existing setup.
