#10605: /etc/adjtime reverts after rebooting.

 check /etc/adjtime, note no third line
 run hwclock --systohc --utc
 check /etc/adjtime, note third line present with UTC
 reboot the XO
 check /etc/adjtime, note no third line.

 This hides the fact you don't see that /etc/init.d/halt's call to hwclock
 has now set the real time clock to be localtime in place of UTC. Should
 OFW keep the time in UTC or localtime? I'm patching halt to add --utc to
 the hwclock call. Reason being there is nothing that sets the system time,
 it become important when you try to change the timezone for the image, and
 want to have "date" output correctly for the timezone. I'm patching olpc-
 configure to include hwclock --hctosys --utc just after configure_hw.
