 ok.. I see that $TZ isn't set until you change the timezone from the drop-
 down menu, I was using gconftool-2 in os-builder to pre-set
 /desktop/sugar/date/timezone which left $TZ undefined. The safest then
 would be to call sugar-control-panel -s timezome <mytz> as the olpc user
 while chroot'd into the image in os-builder? I'm looking to have most of
 the setup done without user intervention.
