 I think that if "sleep" was working properly, should be no need/allowed to
 have dim and blank timeouts earlier than sleep and thus the need to
 monitor CPU activity.  A "blank" button/option should be sufficient is
 someone wants to turn off screen while listen to music or does a long
 computation, but I'm not even sure if the XO is the target machines for
 these.
 The problem arises for the fact that idle suspend is not very usable on
 the XO-1 while still has issues on the XO-1.5 (like #10306), making the
 "dim/blank before sleep" a likely setup in everyday use.
 So I guess the core of the bug is really "fix idle suspend". If this is
 not possible then hooks for dim and blank is a possible workaround, but
 still a workaround.
