 first reported at sugarlabs as #slo 2263, against os373/XO-1.5, by
 mavrothal:

 Powerd ignores CPU activity for dim and blank timeouts if they are before
 the sleep timeout. In this senario the XO-1.5 will dim and go blank even
 playing back a flash video!

 open question:  are there any suspend-inhibiting criteria that should also
 be applied to inhibit dim and blank _other_ than high levels of video
 output?

 powerd could use elevated cpu activity to prevent dim or blank, but that
 will also be triggered by audio playback, program compilation, etc.  but
 perhaps that tradeoff is worth it, especially given that dim-before-sleep
 is a "non-standard" (i.e., not the default) configuration.

 other opinions welcome.
