 There are 3 pipelines inside. Comment/uncomment them as necessary to
 investigate. My findings:

  * if we ask the camera for 10FPS, we get 30FPS
  * if we take what the camera gives us by default, we get 60FPS
  * if we use gstreamer's videorate element to filter the rate at the
 gstreamer level, we get 10FPS as requested

 So, assuming that in the first pipeline gstreamer is successfully
 requesting 10FPS from the kernel, it looks like the kernel is delivering a
 lot more frames than expected.
