#10137: XO-1.5 camera FPS limit inaccurate?

Not 100% sure on this yet, will add details as I progress, but I think
I've identified a possible source of our synchronization issues:

When you ask the camera for 10fps, I think it gives you (significantly)
more than 10fps. (at least to the eye it seems remarkably smooth, and
compared to playing a small video through gst's videorate filter, it feels
 like more than 10fps)

If you set 10fps directly on the v4l2src (not using videorate) and record
a video to a file, when playing back the file the video plays back
slooowwllyy. I think this is because it is being played back at 10fps.

In other words, I think gstreamer uses the reported FPS value from the
camera for timing purposes. And I think we might have an inaccuracy.
