Comment:

 I've chosen priority low at the moment on the assumption that this is not
 as important as most other stuff.

 I cannot answer the scope question, I suggest we ask Ed.

 If we choose not to support USB boot for the operating system build, then
 I think we should stop providing .img.gz files, and remove the
 [http://wiki.laptop.org/go/F11_for_1.5#External_USB install steps] that I
 added.
