 DCD is only useful in the context of serial ports connected to modems.
 The Unix tty driver, and possibly the Linux one as well, would block on
 (or maybe fail) an open() until DCD was asserted.  This implemented the
 "wait for a connection to be established" semantics that were useful when
 you had a bank of dialin modems.

 That is soooooo ancient history.
