 This is a solution.   I'm sorry, but any driver that requires that DCD be
 correct is itself erroneous.

 In my 25 years of dealing with RS-232 communications, I've never seen a
 dependence on DCD.  RTS/CTS likely, DSR/DTR maybe, but DCD ?
