Comment(by dsd):

 test procedure

  * (in OFW) add-tag-from-file u:\d1.pub
  * (in OFW) enable-security
  * when it reboots, confirm that you can't access OFW prompt by hitting
 escape key. (OS should fail to boot as well)
  * put develop.sig on a USB disk in the "security" directory
  * plug in USB disk and boot again
  * confirm that you can reach OK prompt
  * run: disable-security

 I'll send d1.pub and develop.sig by email
