 but any inviting while they're not in the chat appears to do nada.

 Invitations are, at this point, a way to share an activity privately. If
 you are running a non-shared activity, you can invite others to it. The
 icon then appears on their mesh view, and they get an invitation in their
 frame. They can then join it without the activity being public on
 everyone's mesh view.

 If they are already in the activity, it's a no-op. If it's shared
 publicly, the invitation should appear on the frame, but it might not be
 noticed. If you have an issue with that, we can discuss - but we should
 discuss that in the context of the work on Groups that will go into 9.1.0
 / Sucrose 0.84.
